This comprehensive leadership development program has been specifically designed for executives at the GS-13 to GS-15 grade levels, with a particular focus on cultivating and strengthening the "Leading People" competency. The curriculum design is carefully aligned with the most recent and relevant Executive Core Qualifications (ECQs) and brings together classroom-based learning, experiential action learning projects, and customized developmental assignments. These integrated components work together to provide participants with the essential competencies, skills, and practical experiences required to thrive and excel in senior executive leadership roles within the federal government.
The Executive Leadership Program (ELP) represents a nine-month, competency-based leadership development initiative that delivers comprehensive training and developmental experiences to federal employees at the GS-11 to GS-13 grade levels or equivalent. The core theme of this program is "Leading People." The primary objectives are to assist participants in expanding their professional knowledge and expertise, broadening their practical experience, and increasing their organizational visibility through a comprehensive set of competency-based development activities and learning experiences.
The ELP curriculum is centered on the Office of Personnel and Management's Executive Core Qualifications (ECQs) framework and the associated 28 critical competencies, with specific emphasis on the leading people competency area. Training is delivered through four intensive one-week training sessions. (See Program Schedule for specific details on program locations and dates.)
